“We are totally against the killings or harassment of fishermen, irrespective of whether they are Indian or Sri Lankan. There should be some patrolling so that Indian and Sri Lankan sides keep to their own maritime boundaries.” Explaining the reason behind the deadlock, Mr. Kumara contended that it was because Indian fishermen wanted to fish for 83 days in Sri Lankan waters each year for a period of three years. Though Sri Lanka had accepted it as a livelihood issue, the problem is that there has been not been a clear of indication of reduction of over-fishing from the Indian side, he said. W. Herman Kumara, convener of National Fisheries Solidarity Movement, Sri Lankan, told The Hindu , “Talks should be commenced and at same time government should take the dialogue seriously. It should not drag any further. There should be immediate agreements respected by governments and fishermen on both sides.” Leaders of Indian and Sri Lankan fishermen have called for a resumption of the conciliatory dialogue which has been deadlocked since April last, The Hindu newspaper reported.“We appeal to the External Ministry to facilitate the resumption of dialogue between fishermen representatives immediately to find a lasting solution as early as possible,” said M. Ilango, Chairperson , National Fishworkers’ Forum. Both fishermen camps had arrived at a written agreement in 2010 under which Indian fishermen agreed that they would fish only up to 70 days in Sri Lankan waters a year. They had also stated that after one year, they would phase out from Sri Lankan waters and go for deep sea and tuna fishing. But, it never happened.“Now in 2015, they bargained for 83 days . We wanted to come to agreement at that time. However, Sri Lankan fishermen declined to commit to an agreement in the absence of a concrete assurance,” said Mr. Kumara.Claiming there is no serious consideration by the governments on the issue, Mr. Kumara said the Joint Fisheries Working Committee was not functioning properly. According to Mr. Kumara, around 2,000 boats cross the border from Mandapam and Rameswaram to the Sri Lankan side.“When the trawlers come in, the nets and boats of Sri Lankan fishermen are affected. Fishermen on the northern Sri Lankan side are more concerned about their sustainability and resources. There are so many internal conflicts because of this,” he said.
Video of the press briefing [1hr. 12mins] Secretary-General Kofi Annan today announced a series of disciplinary measures, including calls for the resignation of senior UN officials, following the release of a critical report by a panel that identified institutional and individual failures in assessing the security situation in Baghdad prior to the terrorist attack last August that killed 22 people, including the UN’s top envoy in Iraq.The official in charge of overall staff security, Security Coordinator Tun Myat, was asked to resign from the United Nations, while Ramiro Lopes da Silva, his proxy on the ground in Iraq, known as the Designated Official, was asked to immediately step down from his current post as an Assistant Secretary-General in the United Nations and return to his senior post in the UN World Food Programme (WFP).Future assignments for Mr. Lopes da Silva, who also served as the Humanitarian Coordinator for Iraq, will no longer include any responsibilities for security matters, a spokesman for Mr. Annan said in making the announcements on the disciplinary measures.The Secretary-General established the Security in Iraq Accountability Panel late last year to carry out an independent probe into the responsibilities of all individuals and UN entities involved in the security of the UN operation in Iraq, which might have prevented or mitigated the effect of the 19 August attack, or diminished the loss of life and injury to UN personnel. The panel focused in particular on the actions or omissions of the UN headquarters in Baghdad and its staff.The blast destroyed the UN offices at the Canal Hotel, killing 22 people, including Mr. Annan’s top envoy, Sergio Vieira de Mello, and injuring more than 100 others. A second, smaller attack in September prompted the Secretary-General to eventually withdraw all international UN personnel.The recommendation to return the UN to the country was ultimately made by the Steering Group on Iraq (SGI) – a high-level body composed of senior UN officials and the heads of UN entities operating in Iraq that provided policy advice to the Secretary-General. Deputy Secretary-General Louise Fréchette, who chaired the SGI, tendered her resignation to Mr. Annan after the panel’s findings were made known.Mr. Annan declined to accept it, spokesman Fred Eckhard said, “taking into account the collective nature of the failures attributable” to the SGI as a whole. A letter addressed to Ms. Fréchette, in her capacity as SGI Chair, and shared with all members of the Steering Group, “expressed the Secretary-General’s disappointment and regret with regard to the failures identified by the panel which are attributable to the SGI,” the spokesman said.A letter has also been sent to each head of a UN fund or programme that had staff in Iraq from the date of the UN’s return to the country on 1 May to 19 August, critical of their management and lack of respect for staff ceilings and security clearances applicable in Iraq.Meanwhile, the Chief Administrative Officer of the Office of the UN Humanitarian Coordinator in Iraq (UNOCHI) and the Building Manager of UNOCHI were each charged with misconduct and their cases referred to the UN personnel management office to initiate disciplinary proceedings against them.The Secretary-General also immediately reassigned the Field Security Coordination Officer from the office of the UN Security Coordinator to an appropriate post not involving any functions related to security matters, Mr. Eckhard said.In addition, a letter of reprimand has been sent to the Security Management Team in Iraq, an advisory body to Mr. Lopes da Silva.”The Secretary-General regretted the failures identified by the Panel and expressed his determination to take all corrective measures, within his authority, to enhance the safety and security of all UN staff, especially those deployed in dangerous conflict areas,” Mr. Eckhard said.Mr. Annan also paid tribute to the staff who lost their lives or were injured in the 19 August attack, the spokesman said, and “renewed his confidence in the staff of the Organization for their devoted service and unflinching dedication to the United Nations.”
Meanwhile, production for the UK continued to reverse, falling -2.9% and making October the ninth month of decline at home this year. 28,178 cars were produced for domestic buyers, as lower business and consumer confidence, combined with confusion over government policies towards diesel, continued to dent orders. Year-to-date figures show production for the home market decreased by -6.8% or almost 22,000 units. Exports have fared better, broadly stable so far in the year at -0.1%, while overall output is down -1.6%.The latest independent production forecast is also published today, which revises the expected UK output for 2017 down to 1.73 million, lower than previous SMMT expectations of around 1.8 million. Even football superstars get affected by superstorms, as Giants MVP quarterback Eli Manning had to hunker down in his Hoboken condominium with his wife and young daughter and hope that Sandy didn’t come crashing through the windows.Manning, who grew up in New Orleans and saw his share of hurricanes, said he was surprised by how quickly the Hudson River rushed into Hoboken.“I saw water coming over the Hudson River into the streets. Very quickly a car is completely covered with water, so it can be scary,” Manning said after returning from Dallas, where the Giants had a narrow win. “The wind was blowing, the windows were shaking. You hope everything holds up, the windows don’t crack.”Manning said the storm came so quickly that he didn’t have time to “get out of Dodge.”There was a picture of Manning spreading across the Internet, standing in the lobby of his building, watching water rush into the building.Manning said the windows held up and that the water now was “back where it should be.” His home and family were all fine when the storm settled.After his building lost power, Manning moved to a hotel along with most of the rest of the team.“When you have a young child, it’s kind of different. You have to make sure she’s well-kept,” Manning said of his toddler. “We have gotten out of Hoboken and are at a hotel where we have power and some other things.”Manning wisely planned ahead prepare for Sunday’s game against the Steelers.“I had a feeling the storms would be bad, so I came in Monday morning and got my film on my computer,” Manning said. “I had time [Tuesday] to watch a bunch and I feel caught up. I feel like I am right where I need to be, getting started, getting game-planned and getting back out to practice.”

Image: Shutterstock/BlurryMe A VOTE ON the patronage of a number of north Dublin schools has been postponed after the Archdiocese of Dublin cited “confusion” over what divestment would entail.Earlier this week, it was reported that eight Catholic primary schools in the area could have their patronage transferred – or divested – to multi-denominational schools.The process forms part of the Department of Education’s efforts to provide greater diversity in schools and to reduce the dominance of the Catholic Church in education.However, opposition to the plan reportedly emerged in at least two of the schools in the parish of Portmarnock, Malahide, Kinsealy and Yellow Walls areas of Dublin ahead of the vote.Staff in at least one of the schools are alleged to have told parents that Christmas fairs, carol services, nativity plays, St Patrick’s Day, St Brigid’s Day and Easter would no longer be celebrated if the patronage of the school was transferred.It was also claimed by one gaelscoil in the group that Irish greetings such as dia duit – meaning ‘God be with you’ – would no longer be allowed. In a letter to the schools in the parish today, Monsignor Dan O’Connor of the Archdiocese of Dublin confirmed that a vote on the divestment of the patronage of the schools which was due to take place next week had been postponed.He said that following a consultation process on divestment, “confusion and misinformation” had arisen about what the process meant “in a practical sense” for parents, pupils and schools involved.O’Connor said that the archdiocese recognised that the “prospect of change can be difficult and that it is vital that all stakeholders are fully informed of what a change in patronage entails”.He said it was therefore opportune to postpone the planned vote until a survey conducted by the Dun Laoghaire Education and Training Board into the preferences of pre-school children in the area was published and made available.He added that the archdiocese was committed to working with the Minister for Education, officials, and other patron bodies to provide choice the education of pupils.“The diocese has successfully divested schools in four other areas and is currently working with two schools who have expressed an interest in changing from Catholic patronage to an alternative patron body,” O’Connor said. La tuberculose régresse en FranceA l’occasion de la Journée mondiale de la tuberculose, l’Institut de veille sanitaire a révélé des chiffres qui semblent indiquer que la maladie est en régression en France. Hier, se tenait la Journée mondiale contre la tuberculose. Comme chaque année, celle-ci célèbre l’anniversaire de la découverte du bacille, une bactérie responsable de la maladie présentée en mars 1882 par Robert Koch. A cette occasion, l’Institut de veille sanitaire (INVS) dévoile les données nationales de surveillance de la tuberculose. Cette année, les chiffres ont montré une régression de la maladie avec 5.276 cas enregistrés en 2009 contre 5.758 en 2008.”Cette baisse pourrait être liée au renforcement des mesures de contrôle de la tuberculose, notamment la recentralisation des activités de lutte antituberculeuse en 2006 et la mise en place du programme national de lutte contre la tuberculose en 2007″ indique dans un communiqué l’INVS. Selon les données, les principales personnes touchées résident en Ile-de-France (Seine Saint-Denis et Paris) et en Guyane, respectivement 15,8 cas et 23,9 cas pour 100 000 habitants. Le niveau socio-économique et les conditions sanitaires dans lesquelles vivent les personnes touchées sembleraient jouer un rôle important.Par ailleurs, l’INVS a indiqué que leur étude révélait également une insuffisance des couvertures vaccinales chez les enfants “pour lesquels la vaccination BCG est fortement recommandée”. En effet, depuis 2007, ce vaccin n’est plus obligatoire mais les chercheurs de l’Institut n’ont pas noté “d’impact significatif” de cette mesure sur l’épidémiologie de la maladie. The American Soybean Association (ASA) supports today’s White House biotechnology initiatives to reinforce the strength and transparency of science-based regulation and enhance information access for farmers and consumers. While ASA has complete confidence in the current regulatory oversight of biotechnology conducted by the Food & Drug Administration (FDA), the Environmental Protection Agency (EPA) and the U.S. Department of Agriculture (USDA), the Association has advocated that the government should assess the review process to reassure consumers about the safety of agricultural biotechnology.”Last year, ASA presented the U.S. Senate Agriculture Committee with a list of suggestions on what the Federal government could do to strengthen the commercial environment for biotechnology crops and products,” said ASA President Marc Curtis, a producer from Leland, Miss. “ASA finds that the initiatives announced today by the White House support recommendations advanced by the Association.”On October 7, 1999, ASA called for a biotech labeling policy that would provide voluntary guidelines for non-biotech claims, similar to what is done for the labeling of organic products. ASA does not support mandatory labeling of products made from biotech crops that have been declared substantially equivalent to conventional crops in terms of safety, composition, nutrition, and allergenicity. Today’s announcement that FDA is charged with developing guidelines for voluntary efforts to label food products as containing or not containing bioengineered ingredients is consistent with ASA’s position.Last November at an FDA public hearing, ASA expressed confidence in the current regulatory oversight of biotechnology conducted by FDA, EPA and USDA. At that time, ASA also said it would endorse replacing the voluntary process with a mandatory approval process if that would strengthen FDA’s ability to reassure consumers regarding the safety of these products.”Since there has already been a high level of voluntary consultations with FDA prior to the introduction of new biotech varieties, ASA supports requiring 120 days notification before new agricultural biotechnology crops or products are introduced into the food supply,” Curtis said. “I think that making available to the public the information submitted by the company, along with FDA’s conclusion, should help instill greater confidence that the system is working.”Ever since soybeans derived through biotechnology were first commercially harvested in 1996, ASA has been one of the lead organizations engaged in educational efforts to inform customers here in the U.S. and in export markets about the composition, nutritional profile, and safety of biotech-derived soybeans and soybean products. The American Soybean Association (ASA) was among 22 agricultural groups that signed letters to House and Senate Appropriations Committee leaders urging increased funding in Fiscal Year 2018 Appropriations for programs supporting inland waterways, ports and harbors.Funding for these programs administered by the Army Corps of Engineers and delivered through the annual Energy & Water Appropriations bills have seen increases over the past several years pursuant to policy changes and agreements enacted in the 2014 Water Resources Reform and Development Act (WRRDA) of 2014. The agricultural sector has led advocates for increased funding levels to support inland waterways navigation and ports.In addition to the annual appropriations requests, ASA along with other industry partners have cited waterways infrastructure as a top priority for funding in a major infrastructure investment package that is expected to be considered this year.The letters can be viewed here.
